Synopsis:
The Rainbow Man returns using a color wheel to decide upon his crimes. Vigilante goes undercover diguising himself as criminal Paul Palette and joins Rainbow Man's gang. He then rigs the color wheel to land on a specific color and force the crook to plan a specific crime. Vigilante is then on hand to stop the Rainbow Man. Even though he discovered that the color wheel was fixed, Rainbow Man attempts the crime anyway. Despite his efforts, the crook is defeated by the Vigilante and Stuff.
