Synopsis:
Green Arrow prevents a bank robbery by Vinny Vopel. The crook flees the scene and takes refuge in a flag shop. Green Arrow trails him and ensnares Vinny with flags. Though he is sent to prison, Vinny formulates a new crime scheme using flags.

When released from jail a few weeks later, Vinny and his gang begin using flags and pennants in their crimes. Green Arrow realizes the crooks are using a flag theme and deduces the location of their next crime. Green Arrow is then on hand to apprehend Vinny when the crook strikes again.
