Synopsis:
Hospital director Professor Angel offers to perform plastic surgery for patinets. When they agree, he forced the surgeon to turn them into monstrosities. He then blackmails the victims into working for him as criminals.

Green Arrow finds a clue to one of the victim's identities. He follows the clue and finds the men, but Angel captures him. Angel forces the surgeon to kill the archers, but the man double-crosses his boss. He then helps Green Arrow escape and defeat the victims turned criminal. Angel evades capture by getting the surgeon to change his own face. However, the surgeon makes him look like J. Edgar Hoover, which draws police attention. Angel is then gunned down after pulling a gun on police.
