Synopsis:
Aquaman and Aqualad help Dr. Deering test a new invention that allows men to explore underwater. Deering is caught in a lab explosion that changes him into a water breather and deranges his mind.

The scientist begins stealing buildings with his new machine and constructs an underwater city. Aquaman and Aqualad try to stop Deering, but the machine overpowers them. Deering then wants to populate the city, so he tries to hijack a ship.

Aquaman prevents the hijacking, but is captured in the process. Mera arrives to rescue him. Then together they defeat Deering's machine. Deering then reverts to an air breather, as the effects of the lab accident wear off. Aquaman takes him to a hospital for treatment.
