The title of this story is misspelled Kia instead of Kai. Kai translates to "The Union", the moment of perfect tension.

This story is continued from Green Arrow #22 and continues in Green Arrow #24.

Synopsis:
Green Arrow and Shado continue the search for her kidnapped son. They invade a Yakuza gambling den where the boy is being held. While they successfully kill all the soldiers in their path, when they reach the roof, the boy has been evacuated via helicopter. Shado vows to carry out her assassination assignment and disappears without telling Green Arrow who the target is.
