This story is continued from Green Arrow #3.

Synopsis:
Green Arrow has been sent by a Russian agent to San Juan Island to retrieve a chemical which is the result of a joint Russian-Chinese experiment. Eddie Fyers has been sent by the Chinese. Fyers wounds Green Arrow, who is forced to take refuge in the cabin of Kira, a member of an archaeological dig on the island.

Green Arrow's wound is patched up by Kira, then he discovers the canister containing the chemical. The girl found it on the island. A sniper begins to shoot at the cabin. Ollie believes it is Fyers, but it is actually another operative who is then killed. Fyers and Ollie then fight over the canister. Fyers wins, but a fourth operative moves in to take possession of it. Ollie has rigged the canister with explosives and detonates it.

After Fyers and the other operative depart, Ollie and Kira return to the cabin. Green Arrow had removed the chemical from the canister and hidden it inside the cabin. However, instead of handing it over to the Russians who contracted him, Ollie destroys the compound.
