History:
For years, scientist Axel Storm experienced sudden inspirations which gave him sensational ideas. Eventually, he realized that these "brain storms" occurred when radio-energy emanations from the stars were at their height. Searching for a way to harness that stellar energy, Storm learned that a certain metallic compound gathered in that star-radiation, heightening his brain power so that he could put it to any use he desired.

Storm built a helmet for himself of this metallic compound, fashioned a special uniform, and christened himself Brain Storm, the mast of mind-over-matter.

Witnessing what he believed at the time to be the murder of his brother by a member of the Justice League, Brain Storm sought vengeance against the League, using his unique abilities to control the JLAers' super-powers. Discovering at last that his brother was not dead, but merely teleported to France accidentally by Brain Storm's own power, the Star-Bolt Warrior fled, only to return several months later to face the League again and once more meet defeat. He has since also been defeated in an encounter with Superman.

Powers:
Brain Storm's greatest weapon is his own brain. Augmented by stellar energy when he wears his special helmet, Storm's mind is capable of throwing off star-bolts which enable him to mentally control whatever they touch. This gives Brain Storm the power to animate inanimate objects, as well as to teleport people and objects across great distances. He has also employed a stylizes sky-sled to transport himself when he wishes to conserve his stellar energies.

Brain Storm is a less-than-average hand-to-hand combatant, and will attempt to flee when threatened with physical harm.
