Synopsis:
Lt. Pete Quarral contacts Jim Corrigan to get his help against a group of dirty vice cops. One of the cops killed a drug pusher, then dies himself from a drug overdose. Quarral meets his partner, Sam Vickars. When Quarral won't join the dirty cops, Vickars turns against him. Corrigan is there to provide back-up, but Vickars and another man are killed. Quarral stages the scene to make it look like Corrigan wasn't there.

Later, Quarral and Corrigan track down Vickars supplier Frank Groschen, who is also Quarral's former partner. Quarral wants the Spectre to get involved, but when he does, he is horrified. The Spectre kills Groschen and his men. He then admits to having killed the first dirty cop. Quarral blames Corrigan, who then punches his friend. More cops arrive on the scene and one shoots Corrigan in the head.
